Dear Mr. Nagler
Thank you for your letter in which you draw attention to the right wing extremist activities of Mr. Irving.[1]
You may rest assured that the Office for the Protection of the Constitution observes very carefully every attempt at manifestations of his activity in the Federal Republic. This Office contributes to preventing such activities within the framework of our judicial possibilities and it helps in the enlightenment of the public regarding the true aims of political extremists.
I share your concern about the dangers which can result from extreme right wing propaganda, but I have grounds for firm belief that such propaganda, in view of the German experience with National Socialism cannot have any lasting effect.
The Federal Minister of the Interior had already instructed the frontier control authorities in March 1990 to send back Irving when attempting to enter the Federal Republic. In practice, however, this can only be done in an imperfect manner, since the frontiers between EC countries are wide open.
